I have the honour to acknowledge receipt of your letters of the 8th. September and 6th. instant with refer- ence to the passage of 7. M. Goode to Shanghai.

We have tried to collect the money from Goode

but he refuses to pay on the ground that he never asked to be sent here; the ticket, on the contrary, was forced on

him and he was told to go.

The attitude of your Government on the question,

is, in the opinion of the Consul-General, a very reasonabl:

to await the sanction of H.M.Government for the passage of P.S.Hyndman before debiting them with that of Goode. The difficulty in the case of Goode is increased too by the fact that he could have paid the cost of it himself if he had been asked to do so or been given clearly to understand

at the time that he would have to refund the money.

The Judge, I may mention, is preparing a Memor- andum on the subject which he will submit to the Foreign

Office.
